You really need to take a good look at the updated Pre Fire Plans for the Bank Building and the two additional Pre Fire Plans for two additional properties scheduled for Haz. Mat. Abatement.
If it wasn't true it would be comical. Take a look at the plans for searching, locating, and attacking a fire in the building today. According to the plans, a ladder company would have to enter the structure while using their S.C.B.A., split up, send two teams walking up the two stairways, stopping to search the pleneum on each floor, until they locate the fire. Then they would have to return to the lobby, exit the structure, and proceed thru decontamination, ALL WHILE USING THEIR S.C.B.A.
In addition, all other members, Engince co.s, ladder co.s, squads, rescues are all subjected to the same requirement that they use S.C.B.A. prior to entering the structure.
There are no members of this Department that can search up 21 floors, turn around, descend, then exit the structure while using S.C.B.A. It is not humanly possible. Even the Probationary Firefighters of this City know that the operational time of the cylinders would be greatly exceeded.
Thank God we now have these plans in place. I am sure it will prevent future firefighter fatalities. How could we have fought a fire in this building without such a wonderous plan.

Last note, unrelated. Very tired of hearing about this building being "vacant". According to our manuals a building with squatters or workmen in it, is to be considered an OCCUPIED structure. The employees, many of whom spoke little or no english, still mattered to us.

We would love to see the new plans. It is our understanding they have not been finalized
