12/13/2004: LMDC's Power Point Presentation to the Community Board I WTC Redevelopment Committee.

Keep in mind that this presentation was done on December 13, 2004 almost three (3) years before the fatal August 18, 2007 fire. Futhermore, keep in mind that, up until June of 2006, the evidence indicates that LMDC was repeatedly telling the public that it was interacting with FDNY. Click here.  Yet, during LMDC's 12/13/2004 presentation, LMDC provided a list of the regulators for the project. Notable in its absence is FDNY. but LMDC's list does not include the FDNY.  The NYC DOB is on the list; so is the NYC DOS, NYC DOH  and NYC DEP.  Absent is FDNY. Remember that in November of 2004, both Governor Pataki and Mayor Bloomberg issued executive orders creating LMCCC in which they said that FDNY was a key party.  Click Here.  What happened from November 22, 2004 (Click Here) to December 13/2004 that kicked FDNY off the list of "Key Parties"?

Furthermore, in addition to excluding FDNY from its Key Parties list, LMDC had already set the stage for the August 18, 2007 tragedy at 130 Liberty Street because, by December 13, 2004, LMDC had already decided to seal the "vertical connections between floors" i.e. the stairways.  The nine (9) regulatory agencies - two (2) Federal, three (3) State and four (4) City - were told by LMDC that the "vertical connections between floors" i.e. the stairways would be sealed and  such a plan passed muster  and was approved091407_05-0427-reopeningapproval_Page_17b.jpg

 by them! What would FDNY have said?

 Mr. John Graves of Gilbane is the Liaison to the First Responder Agencies throughout the duration of the project.  What happened when Gilbane left the project?  Who took Mr. Graves place? Was he replaced?  Was the ball dropped during the transition to Bovis from Gilbane?

Tell us about these meetings?  Who from FDNY attended?  Were inspections by FDNY discussed? Were not inspections an Emergency Response Activity? What was FDNY's "role and responsibility"? Was FDNY told to stay out?
