When did LMDC stop talking to FDNY?

In today's New York Times, Pulitzer prize deserving author, Al Baker, tells us that the deconstruction - decontamination contractor for the Deutsch Bank Building devised a plan that would both contain the toxins and permit  emergency travel up and down the stairways.  Apparently the plan was given to LMDC but kept secret from FDNY. This is, to say the least,  odd because it would be FDNY firefighters who would be travelling up and down the stairways in an emergency.

On 12/1/2005, LMDC issued a Press Release( Click here or click here ) in which it reassured the public that "... LMDC also meets regularly with New York City Fire Department (FDNY) ... to brief them on the project"

The question is  

When did LMDC stop briefing FDNY and why? Did LMDC keep FDNY "in the loop" or not? Was LMDC telling the truth when it said it met regularly with FDNY to brief FDNY?
