Who had the Authority to Stop Work at Detusche Bank? It wasn't FDNY.

1.05 AUTHORITY TO STOP WORK
The Regulators, the Owner, the Contractor, and the Environmental Consultant Project Monitor shall have the authority to stop the abatement work based upon violations of applicable law, the HASP, the Abatement and Removal Plan, the Permits, and/or any approved variances.
