130 Liberty St.: A complex trap for honest firefighters and an honest fire department

Take a look at NYS Industrial Code Rule 56 by clicking upon Laws in the Navigation panel to the left or by clicking a link herein and and you will start to realize the complexities that 130 Liberty Street presented to firefighters and the planners at FDNY headquarters who were supposed to figure out how to inspect it and how to fight fires in it. Can it be said that FDNY headquarters was relieved when NYC DOB assumed jurisdiction for the demolition of 130 Liberty St.  Moreover, keep in mind that asbestos was only one of the toxins that lurked within it.  See for example, mercury. This building was so toxic that it itself was wrapped in its own hazmat suit!  One look at a building wrapped in its own hazmat suit would lead anyone to conclude that the entire building constituted a hot zone. Truly, 130 Liberty St. was an extraordinary hazard unique in the City of New York.
