FDNY's OSHA Coordinator

Apparently, the FDNY has established amidst its ranks the position of OSHA Coordinator. See, McGovern v. City of New York, 294 AD2d 148, 742 NYS2d 218 (1st Dept., 2002).  Who was or were FDNY's OSHA Coordinators from 9/11/2001 through 8/18/2007?  What do they have to say about what is needed to safely inspect the most contaminated worksite in the world? Within the hierarchy of FDNY is an OSHA unit under the Technology & Support division of FDNY.
