Mayor Bloomberg's 11/22/2004 Executive Order #53

November 22, 2004 is more than two years before Captain Peter Bosco arrived at FDNY's Ten House.  The "high level construction personnel" from "FDNY" to whom Mayor Bloomberg refers in his 11/22/2004 Executive Order surely does not include Captain Peter Bosco who was years away from coming to FDNY's Ten House. Weren't Bloomberg's "high level construction personnel" from "FDNY" supposed to figure out what role the various units of the FDNY would play in the deconstruction - decontamination of 130 Liberty Street? Surely Bloomberg's "high level construction personnel" from "FDNY" had enough time between 11/22/2004 and 8/18/2007 to figure out the roles of the various FDNY units?  Having promised the people of the City of New York the involvement of "high level construction personnel" from "FDNY" in his executive order of 11/22/2004, did Mayor Bloomberg forget to tell FDNY Commissioner Scoppetta to send them over to meet with LMCCC?  Did  FDNY Commissioner Scoppetta  receive word that Mayor Bloomberg wanted "high level construction personnel" from "FDNY" to meet with LMCCC and then neglect to do so?  If Mayor Bloomberg and FDNY Commissioner Scoppetta did what Mayor Bloomberg promised in his 11/22/2004 Executive order, what did the "high level construction personnel" from "FDNY" do? Has anyone spoke with FDNY's "high level construction personnel" about their involvement in the the deconstruction - decontamination of 130 Liberty Street? Shouldn't they have been spoken to before Bosco, McDonald and Fuerch were sidelined?

At the very least, surely Mayor Bloomberg's 11/22/2004 Executive Order #53 is evidence that "high level" consultations between FDNY and LMCCC were needed with regard to the decontamination - deconstruction of 130 Liberty Street?

Isn't that Mayor Bloomberg's signature at the end of Executive Order #53? Doesn't his signature on an official Executive Order mean anything?

More pertinently, why did not Mayor Bloomberg's  "high level construction personnel" from "FDNY" leave any instructions at FDNY's TEN HOUSE with regard to what was the TEN HOUSE'S role in the deconstruction - decontamination of 130 Liberty Street?
