FDNY forbids the wearing of P.P.E. during inspections of toxic buildings

When someone mentions a football player, the image that pops up in the mind is a big guy in a helmet, shoulder pads and spikes. When someone mentions a firefighter, the image that pops up is a person in a broad brimmed leather helmet, bunker gear, rubber boots (click here), and a Scot Pack (click here) . All along we have had in our minds the stereotypical image of a fully dressed firefighter (click here and click here) conducting building inspections.

We received the latest issue, December 2007, of The Trumpet, the UFOA's newsletter. In it was an article written by DC Rich Alles, one of the brightest officers within FDNY. It was entitled, Standard Operating Procedures. It reads as follows:
We read it and could not believe the words (See blue underline). In our mind, we had always thought that inspections were carried out in bunker gear, boots, Scot Pack etc. Bunker Gear is not proper PPE for a toxic building but at least it is something. Upon reading Chief Alles, we learned that building inspections are done in ordinary clothes - without PPE whatsoever (Click Here)
We then thought that maybe this was just an unwritten custom and practice. However, when we dug further, we discovered that FDNY has a written internal rule that forbids firefighters from conducting inspections of toxic buildings in PPE. Here is the regulation:
FDNY wants the TEN HOUSE to inspect a toxic building yet FDNY forbids them from wearing any PPE whatsoever. And FDNY will punish any officer who fails to lead his men into a toxin infested building without PPE. To paraphrase Winston Churchill "It is bulls#@!, wrapped in bulls#@!, inside more bulls#@!" Do you know the expression "He has egg on his face". Scoppetta and his cronies have the entire F&*@ing omelet on their faces in their ill-fated, misdirected attempt to screw three decorated, distinguished, diligent and dedicated fire officers.
You've hitched your wagon to the wrong star, Mr. Mayor. Scoppetta and Company have once again let you down by getting you involved in a b#@$!@it, phony, bogus case. (Click Here). Scoppetta rhymes well (Click Here) but he doesn't know his a@@ from his elbow, tyvek from a barrel. What has he been doing all those years since ground zero became toxic on 9/11/2001? Let us not forget that Bloomberg and Scoppetta were physically there when the Ten House reopened (Click Here). The Ten House is adjacent to 130 Liberty Street. They came; They saw; they knew; they could have asked questions (Click Here). Take a look at the picture to the left. Double Tyvek is what is needed to safely inspect toxic buildings. Not only did FDNY not provide the Ten House with double Tyvek (Click Here), FDNY forbade the TEN HOUSE from wearing any PPE whatsoever (Click Here). The inmates are running the asylum.
