Scoppetta mishandled other FDNY resources beside know-how and knowledge.

We already have explained that the infrastructure that distributes know-how and knowledge within FDNY did not exist, was broken or was too cumbersome to use (Click Here). The FDNY Commissioner himself could not contribute what he himself personally learned about the special needs of 130 Liberty Street in 2002 (Click Here) and again in 2006 (Click Here) to the reservoir of know-how and knowledge associated with 130 Liberty Street. His pipeline did not exist, was broken or was too cumbersome to use. Scoppetta did not even contribute what he himself personally learned about the special needs of 130 Liberty Street via an old fashioned paper memo let alone electronically via a building by building wiki or database (Click Here). Instead, Scoppetta kept what he learned to himself bottled up inside his head thus keeping the local firehouses in the dark!
Know-how and Information were not the only FDNY resource that Scoppetta mishandled. Know-how and knowledge, for it to be useful, must be turned into action. Scoppetta also dropped the ball with regard to putting the know-how and knowledge he himself personally learned about 130 Liberty Street into action.
Before 9/11/2001, 130 Liberty Street was an ordinary building. It could be inspected by the local firehouse in ordinary clothes as required by internal FDNY regulations (Click Here). After 9/11/2001, 130 Liberty Street became a special needs building. On 9/11/2001, it was contaminated by noxious and deadly toxins. Firefighters could no longer enter and work within it in ordinary work clothes.
Between 9/11/2001 to late December 2006 early January 2007, Captain Peter Bosco was assigned to other units of FDNY not the TEN HOUSE. Captain Peter Bosco had absolutely nothing to do with 130 Liberty Street during the period 9/11/2001 to late December 2006 early January 2007. Scoppetta, on the other hand, was intimately involved with ground zero in general and 130 Liberty Street in particular. In short, Scoppetta was involved for many, many years; Bosco for only months. Bosco was not involved in the 2002 search for personal human remains (Click Here); Scoppetta was involved. Bosco was not involved in the 2006 search for personal human remains (Click Here); Scoppetta was involved. Scoppetta had the know-how and knowledge; Bosco did not. And Scoppetta did not share it with him.
Scoppetta knew; Bosco did not; Scoppetta sidelines Bosco. The sidelining appears to be an attempt by Scoppetta to divert attention from him to Bosco. Smells like scapegoat, no?
