Haz Mat and 130 Liberty Street

Is there any truth to the rumor that the current 130 Liberty Street Pre Incident Guide requires Haz Mat 1 and Haz Mat Battalion to respond to a reported fire? Moreover, Deep Throat has suggested to FreePetey that decontamination procedures at 130 Liberty will be coordinated by the Hazardous Material Battalion.
Hmmm.
Its been a number of months since three innocent, hard working fire officers were 'sidelined' with regard to 130 Liberty Street. Yet, I don't recall that FDNY then had FDNY Haz Mat operations actively involved in anything at 130 Liberty Street. Now, belatedly FDNY recognizes the need for the involvement of FDNY Haz Mat operations.
The top of FDNY finally recognizes the toxicity of 130 Liberty Street that the bottom of FDNY had recognized a long time ago. Yet, the top of FDNY continues to "sideline" the bottom of FDNY. Who deserves to be 'sidelined'? That portion of FDNY that recognized the toxicity of 130 Liberty Street first or that portion of FDNY that recognized its toxicity last? The options available to the captain of the local firehouse to deal with a toxic building are significantly less than the options available to the top of the FDNY. It was beyond the power of the Captain of the local firehouse to create the pre-incident plan for 130 Liberty Street and beyond his power to assign FDNY resources to 130 Liberty Street. It is not beyond the power of the top of FDNY to draw up a pre-incident plan and allocate FDNY resources to 130 Liberty Street. About the only option that the Captain of the local firehouse had was to continue the pre-existing, already established policy of keeping out of the toxic hell hole as much as possible.
Keeping out of the toxic hell hole as much as possible, by the way, Deep Throat has told FreePetey, is now the official written policy of FDNY. Apparently, the current Pre-incident plan for 130 Liberty Street says "Use as few members as possible for entry into contaminated areas." and "Consider exterior operations".
Hmmm. What was an oral tradition now has become the official written policy of FDNY.
