NYS Industrial Code §56-4.1(a)
The State of New York has a law. This is not a New York City law. This is not an internal rule of the FDNY. The New York State law says:
All persons shall enter and exit the work area through the personal decontamination enclosure system.
This New York State Law is found in Part 56, Subpart 56-4 entitled Work Area Entry and Exit Procedures of the Industrial Code of the State of New York in Section 56-4.1(a)

Comments: Not only does NYS require firefighters before inspecting to enter through a personal decontamination enclosure system, NYS also requires that they exit through one as well.
